Congressman Fred Keller, Pennsylvania GOP Congressmen send letter to Gov. Tom Wolf urging signature of energy tax credit bill

HB 1100 would create jobs and economic investment in rural Pennsylvania

Washington, D.C. – Congressman Fred Keller (PA-12) led a Pennsylvania GOP Congressional Delegation letter to Gov. Tom Wolf urging him to sign House Bill 1100 to establish tax credits for companies willing to invest $450 million to build a petrochemical manufacturing plant in Pennsylvania and create at least 800 local jobs. Despite recently passing both chambers of the Pennsylvania General Assembly with strong bipartisan support, Gov. Wolf has threatened to veto the bill.

 

The letter, signed by six members of the Pennsylvania delegation from diverse regions of the state, highlights the payoff in terms of long-term infrastructure investment and employment potential across rural Pennsylvania.

 

“House Bill 1100 requires modest investment from the Commonwealth, which would not become effective until the project is completed, in return for significant private investment,” the letter states. “Among other things, the bill requires private capital investment of $450 million to construct the manufacturing facility and create 800 full-time jobs with an effort to employ local construction workers.”

 

House Bill 1100 offers similar tax incentives to those which the Pennsylvania General Assembly previously passed to attract the Shell petrochemical plant in Beaver County. The letter notes that since construction of the Shell plant, Beaver County has experienced capital investment of $6 billion and the creation of more than 7,000 construction jobs.

 

“This legislation has the capability to create thousands of new, in-demand, and family-sustaining jobs in communities that need them most. While employment in these areas has improved, overall unemployment lags the statewide average, meaning there is high potential for a workforce investment payoff.”
